Lancashire Multi-Agency Early Help Strategy For children, young people, and their families 2024-2028

It is with great pleasure that we are now able to share with you the finalised  Lancashire Multi-Agency Early Help Strategy—a comprehensive plan that outlines our collective ambitions and delivery approach for the coming four years.
We would like to extend our sincere gratitude for your invaluable contributions in shaping this strategy. This has been the most extensive consultation process we have undertaken to date, and your engagement has been instrumental in its development.


  • 8267 parents and carers have been engaged
  • 890 partner organisations were involved across the county
  • Consulted with people 12 times, via a mix of online surveys and events, with 190 attending the Conference.

hank you so much for your input, through which, we have developed a holistic and supportive framework that addresses the various challenges families face, promoting overall well-being and placing young children in Lancashire at the core.


It sets out our ambition for Early Help across Lancashire, describing how partners will work together to strategically plan and deliver services, through a family hubs way of working.
Through this collaborative process, we have identified nine strategic priorities. Each one reflects the insights and aspirations shared during the consultation and will guide our work moving forward with the aim to create a robust early help system that supports children, young people, and their families effectively.


Through your continued participation in your local Early Help Partnership (EHP) Network meetings, we will begin the next phase: mapping out these nine priorities in detail, aligning these with your local priorities for the development of collaborative early help, and determining how they will be implemented in your local area.
