Inspire Lancashire Substance Misuse Service– July 2025

Let Us Re-Introduce Ourselves

We are proud to share that from 1st October 2025, Change Grow Live will be delivering a single, county-wide drug and alcohol service under the new name Lancashire Inspire. This follows the successful retention of both the East Lancashire Inspire and North and Central Lancashire Inspire contracts  a fantastic reflection of the dedication, compassion and impact the staff and volunteers have shown in supporting people across Lancashire.
This new model marks a significant and exciting shift. While bringing services together into one unified system, the vision is simple but ambitious: to integrate and elevate. We recognise the extraordinary work already being delivered by our teams – and we’re not looking to reinvent that. But we also acknowledge the opportunities to improve, to innovate, and to raise the bar in how we support people and communities.

When we say integrate, we’re talking about aligning our work with the world-class treatment offer outlined in the national drug strategy – and doing so by working as a system, across partners and pathways. The model is shaped by three core themes:

1.         Improving Access
2.         Strengthening the System
3.         A Better Fit for Each Person

This model has been informed by the voices of staff, volunteers, service users, stakeholders, partners and the local authority – and we want to honour that by continuing to centre your experiences throughout implementation.
New Phone Number
From 1st October 2025 we will have one phone number covering the whole of the county which will be:
0808 169 8673
There will be a recorded message for existing numbers through October signposting any callers to the new number.
NEW Free and Confidential Helpline

As part of the new contract and service delivery, Inspire Lancashire will be launching a new confidential helpline from 1st October. The helpline offers emotional support, advice, and information to people who may be unsure or anxious about engaging with drug and alcohol services.

Designed to build trust and confidence, the helpline provides a safe, supportive first step into treatment. Callers can choose to receive an on-the-spot assessment, request a service information pack by email, or simply talk through their concerns. This flexible approach helps us meet people where they are, harnessing motivation at the right moment and making it easier than ever to access support.

The number is still to be created but will be an 0800 making it free for people to call. We will confirm the number in a future update.

The new model will also see CGL working with a range of new specialist partners to deliver an enhanced, county-wide service offer. We are excited to work with all the partners listed below:

Acorn are an innovative substance misuse support charity that will be delivering a menu of groupwork and PSI including RAMP, Pre-DEAP, Alcohol Awareness and ASPIRE.

Red Rose Recovery are a pioneering lived experience recovery organisation(LERO) who will be supporting us with engagement and outreach.

Active Lancashire will be delivering the Challenge Through Sport Initiative. This will include in-house and mainstream wellbeing activities.

Release will be offering our service users legal advice and advocacy for housing, benefits and debt issues. They are a national organisation who are the UK’s centre of expertise on laws around substance misuse.

The Well are a Northwest-based a peer led organisation who will be providing Through-The-Gate Support for Prison leavers.

180 Project are an exciting organisation who use CrossFit as an engagement method to work with service users to support them physically, emotionally, mentally and socially. They will be offering functional fitness programmes including trauma-informed CBT based fitness, nutrition support, peer mentoring and ‘family workouts’
